Regional Development Agency Porin was established as a result of the entrepreneurs’ incubator founded in 1996. RDA Porin operates since 2004. Founders are Primorsko - Goranska County, City of Rijeka and Privredna banka Zagreb. RDA Porin Ltd represents the extended activities for systematic regional development of County Primorsko – Goranska and broader, in Croatia. It is founded to bring the systematic support in creation and further development of economic subjects in the region.
Organisational units, in compliance with the type of activities performing are as follows:
Mission: encouragement of regional development
RDA Porin promotes and implements the projects of regional economic development, creates the entrepreneurial environment, promotes the regional potentials towards further growth and development of region and economic subjects through planning and management of sustainable growth and co-operation with domestic and foreign investors.

- International relationship and EU programmes:
- cross-border and international co-operation
- EU programmes and projects and other international programmes and projects
- trans-institutional and other cooperation with domestic and foreign partners
- Attraction and promotion of foreign and domestic investors
- One Stop Shop prior for the Primorsko-Goranska County, but also for the Mid-West Croatia which includes Karlovačka County
- Support centres:
- Entrepreneurial centre Torpedo (EU Info Point, Entrepreneurial incubator for service activities and Info – centre)
- Entrepreneurial centre Rujevica (Entrepreneurial incubator for production activities and Info – point)
- Human resource management including educational activities – Mobility Centre
